Cambodia and Thailand Agree to Implement Comprehensive Ceasefire and Establish Mechanisms Aiming to Sustain Border Stability

Cambodian and Thailand have agreed on comprehensively implementing the ceasefire agreement and increasing communication between the two sides—during an Extraordinary General Border Committee (GBC) Meeting held today, August 7, 2025 in Kuala Lumpur, Malaysia.Cambodia and Thailand also agreed to refrain from disseminating false information, fake news, or misinformation that could trigger tensions between the two nations or the international community.Cambodia and Thailand also agreed to promote the development of operational modalities for the ASEAN Observer Team and agreed to have an Interim Observer Team led by the Malaysian Military Attaché and conduct immediate observation.Cambodia and Thailand also agreed to hold a joint meeting of the Regional Border Committee (RBC) within two weeks and a meeting of the Cambodia-Thailand General Border Committee (GBC) within one month after this extraordinary GBC meeting. In case of immediate need, the two sides may convene an Extraordinary GBC Meeting in the same format as this one.Cambodia also requested the immediate release of the 18 Cambodian soldiers who are currently in Thai custody.

Press Briefing - Update on the implementation of the immediate and unconditional ceasefire agreement between Cambodia and Thailand ( August 7, 2025)

Pen Bona, Royal Government Spokesperson: 7:00 AM, August 7, 2025 Today, I have the honor of sharing two important messages from the highest level of Cambodian leadership with my fellow citizens. The first is a message from Samdech Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia, which was posted on his official Facebook page last night.I am deeply honored by the patriotic spirit and unity shown by Cambodians around the world, who have risen in collective support for peace, stood in solidarity with our armed forces in defending our territorial integrity, and called for the release of the 18 Cambodian soldiers currently detained by the Thai military.On behalf of the Royal Government of Cambodia—and personally—I extend my heartfelt gratitude to all Cambodian citizens, both at home and abroad, for your unwavering commitment. These powerful expressions of unity reflect the enduring spirit of patriotism and national solidarity that define our Khmer identity. Such unity is essential, especially in times like these, to foster peace and bring an end to this armed conflict.The Royal Government remains resolute in its commitment to safeguarding our territorial integrity and resolving disputes through peaceful means. We are working tirelessly to end the conflict between Cambodia and Thailand as swiftly as possible.On August 7, a special session of the Cambodia–Thailand General Border Committee (GBC) will be held in Malaysia, with observers from Malaysia, the United States, and China in attendance. This important meeting will focus on the implementation of the ceasefire agreement reached on July 28, 2025.At the same time, we have not forgotten our 18 brave Cambodian soldiers who remain in Thai custody. The Royal Government is actively utilizing all available mechanisms to secure their safe and prompt return to Cambodia. Allow me to read the message from Samdech Techo Hun Sen, President of the Senate, as follows: In recent days, two key reports have been circulating: the first concerns Japan's provision of drones to Thailand, China's provision of drones to Cambodia, and South Korea’s sale of ammunition and aircraft to Thailand, allegedly as part of efforts to prepare for operations targeting Hun Sen and Hun Manet. The second report involves alleged plans by the Thai leadership to orchestrate an assassination against me and Prime Minister Hun Manet. If these two issues are not addressed or clarified, they could evolve into major problems in the future. Therefore, I would like to offer the following explanations: 1. On drones and military equipment: Regardless of where Cambodia or Thailand acquires drones or military equipment, the matter should not be exaggerated or extended into a conflict that goes beyond bilateral issues between the two countries. Especially when these very countries are supporting efforts to end the conflict, advocating for a ceasefire, and promoting peace between Cambodia and Thailand. 2. On the alleged assassination plot: The notion that Thai leaders are planning to assassinate me and Prime Minister Hun Manet is extremely difficult to believe. Even if the Thai leadership dislikes or disapproves of me or Hun Manet, it is unthinkable that they would stoop to such an immoral level as to conspire to kill us. Historically, powerful generals have often been targeted for assassination to gain a strategic edge in warfare. However, the today’s era is different. We now seek dialogue and mutual understanding to build peace. Cambodia needs a strong Thai leader capable of engaging in peace negotiations. Likewise, Thailand needs a strong Cambodian leader, and currently, only Hun Sen and Hun Manet have the authority and capacity to engage in such talks. Among the two, Hun Manet is taking the lead in direct negotiations.Given this context, there is no rationale whatsoever for Thai leadership to plan the assassination of Hun Sen or Hun Manet. In fact, if either of us were truly killed at the hands of Thai leadership, it would certainly trigger the rise of tens of thousands, even millions of “Hun Sens” and “Hun Manets” across Cambodian soil, turning Thailand into an eternal enemy that would be impossible to appease. As for myself, and as for Hun Manet—we are not feeble frogs easily crushed. This is an additional explanation to affirm that Thai leaders are not planning the assassination of Hun Sen and Hun Manet.As for the claim that the Thai leadership's plan to assassinate Hun Sen and Hun Manet would involve the use of military aircraft, it is critical that the countries selling such aircraft to Thailand strictly enforce agreements on their proper use. In the past, Thailand has used aircraft purchased from the United States and Sweden to intrude deep into Cambodian territory. Cambodia does not object to Thailand’s acquisition of military aircraft. However, we strongly urge that these aircraft not be used to conduct airstrikes into Cambodian territory, nor into the territories of Laos, Malaysia, or Myanmar, which are Thailand’s neighboring countries.

Commander-in-Chief of the Malaysian Armed Forces Expresses Willingness to Support Implementation of Cambodia–Thailand Ceasefire through Action Plans (7 August, 2025 )

Phnom Penh, August 7, 2025 – H.E. Lt. Gen. Maly Socheata, spokesperson for the Ministry of National Defense of Cambodia, announced that the Commander-in-Chief of the Malaysian Armed Forces, General Mohamed Nizam, has expressed his strong willingness to facilitate the effective implementation of the ceasefire agreement between Cambodia and Thailand through the proposal of several coordinated action plans.Speaking during a press briefing on the “Outcome of the Ceasefire Implementation between Cambodia and Thailand” held at the Office of the Council of Ministers at 7:00 AM today, General Socheata highlighted Malaysia’s constructive engagement in regional peace and security.According to the spokesperson, General Mohamed Nizam has proposed to promote the establishment of Terms of Reference (TOR), paving the way for the establishment of the ASEAN Monitoring Team (AMT), which would serve as a key mechanism for monitoring and ensuring the effective enforcement of the ceasefire, with the ultimate aim of restoring peace as swiftly as possible.General Socheata also underscored the significance of General Nizam’s message, which stated: “Peace is expensive,” “Life is precious,” and “Time is of the essence.” These sentiments align closely with the vision repeatedly emphasized by Samdech Thipadei Prime Minister Hun Manet, who has affirmed: “Every day, hour, and minute that we are negotiating can save the lives of our forces and our people. The sooner, the better.”It is worth noting that on August 5, 2025, Deputy Prime Minister and Minister of National Defense General Tea Seiha, together with a senior military delegation from the Royal Cambodian Armed Forces, held a bilateral meeting with General Mohamed Nizam and his team in Malaysia, on the sidelines of the General Border Committee (GBC) meeting with Thai counterparts.This development further reflects Malaysia’s proactive role in promoting regional peace and ASEAN solidarity amid ongoing tensions between Cambodia and Thailand.

United States Pledges Close Monitoring and Strong Support for Effective Implementation of Cambodia–Thailand Ceasefire (7 August, 2025 )

Phnom Penh, August 7, 2025 — During a press briefing on the “Outcome of the Ceasefire Implementation between Cambodia and Thailand” held at 7:00 AM at the Office of the Council of Ministers, Lieutenant General Maly Socheata, Spokesperson for the Ministry of National Defense, confirmed that the United States has reiterated its full support for the ceasefire agreement initiated by President Donald J. Trump, and currently spearheaded by Malaysia as the current Chair of ASEAN.Lieutenant General Socheata emphasized that the United States will closely and actively monitor the implementation process to ensure it proceeds successfully and effectively. As part of this support, the U.S. has committed to providing crucial logistical and technical support to expedite the establishment of the ASEAN Monitoring Team (AMT) tasked with overseeing compliance with the ceasefire.Furthermore, the United States has outlined a range of ongoing and future contributions, including military planning, equipment provision, deployment systems, space-based and aerial surveillance technologies, and other cutting-edged technologies. Lieutenant General Socheata noted that these measures reflect the United States’ strong commitment and readiness to contribute to the genuine realization of peace in the region.It is worth noting that on August 6, 2025, Deputy Prime Minister and Minister of National Defense General Tea Seiha, along with a high-level delegation from the Royal Cambodian Armed Forces, held a meeting with Admiral Samuel Paparo, Commander of the United States Indo-Pacific Command (USINDOPACOM), and U.S. Ambassador to Malaysia Edgard Kagan, during their participation in the General Border Committee (GBC) Meeting with Thai counterparts.These diplomatic and defense engagements highlight the ongoing international support and cooperation aimed at ensuring sustainable peace between Cambodia and Thailand under the ASEAN framework.

Keynote Address by H.E. Chum Sounry, Spokesperson for the Ministry of Foreign Affairs and International Cooperation:11:00AM, August 7, 2025Cambodia noted with disappointment the disinformation campaign being conducted by Thailand while both countries are engaging in dialogue for the full implementation of the ceasefire. This campaign is seen as an attempt to mislead the international community, mischaracterize Cambodia’s position, and divert attention from Thailand’s own actions on the ground. However, we wish to highlight the following:1. Clarification of Cambodia’s Actions and Intentions:Cambodia has consistently demonstrated its goodwill, restraint, and commitment to peace, notably by:– Fully complying with the ceasefire agreement reached during the Special Meeting on 28 July 2025 in Malaysia;– Actively participating in good faith in General Border Committee (GBC) talks, seeking a diplomatic, negotiated solution to the crisis;– Hosting inspection tour of foreign diplomats and UN agencies to refugee sites to ensure transparency;– Cambodia has never initiated hostilities, and any military engagement was defensive and within its own territory.2. Cambodia’s Response to Some Allegations:Cambodia firmly rejects the unfounded allegations made by Thai officials, which falsely portray Cambodia as the aggressor and accuse it of violating the ceasefire and targeting civilians. These claims are not only factually incorrect, but also dangerously misleading.Cambodia reiterates that it has acted only in self-defense in response to incursions into its territory and has consistently observed the ceasefire with restraint. The Cambodian Armed Forces have not targeted civilian areas.Cambodia also rejects the accusation that it has used civilian populations or refugee movements for political gain. On the contrary, Cambodia has provided international diplomats and UN agencies full access to displacement sites, facilitated humanitarian aid, and publicly called for the safe return of civilians to their homes through the complete implementation of the ceasefire.Cambodia considers such allegations aimed at discrediting Cambodia.3. Call for End to Disinformation and Return to Dialogue:Cambodia strongly urges Thailand to abandon its current course of public misinformation and instead return to the path of good-faith dialogue and regional cooperation. The current campaign of disinformation not only undermines trust between the two countries but also threatens the progress made under the ceasefire agreement.Cambodia remains committed to resolving all disputes peacefully through diplomatic mechanisms, particularly the General Border Committee (GBC), which has yielded productive results.4. Appeal to the International Community:Cambodia respectfully calls on the international community, including ASEAN member states, UN agencies, Observer nations, particularly the current ASEAN Chair Malaysia, U.S., and China to support objective mechanisms for monitoring the situation—such as the proposed ASEAN Monitoring Team (AMT).Cambodia also urges global media outlets to seek objective truth by supporting independent verification mechanisms—such as the proposed ASEAN Monitoring Team (AMT)—and to avoid legitimizing one-sided narratives that ignore facts on the ground and Cambodia’s demonstrated commitment to restraint and diplomacy.As a peace-loving nation, Cambodia affirms its strict compliance with the ceasefire agreement and its full cooperation with all regional and international efforts to stabilize the situation.
